The backwards sounding part was Disney’s way of censoring “southern motherf***ing democratic republicans”, which is the actual line you hear in the animatic. Lin had to cut two curses in the show, he was only allowed one in the movie version (in Say No to This).

There are two F*** Bombs in the show that Disney blocked. “southern mother f***ing democratic republicans” in this song and Hercules Mulligan’s line in Yorktown in the first act: “When you knock me down I get the f*** back up again.” I look forward to your reactions and hope the next one will be soon.

OOOOOH, I'm currently rewatchong with my mom and tbe spot that sounded backwards? Thats because they muted out part of "Southern mother ----ing democratic republicans." The muting feature is less noticeable than the bleep but can sometimes disorient.
