I don't see anything really interesting developing later on from beerus finding Cheelai cute I don't see a romance nor any plot lines at all revolving around it. Cheelai has shown no romantic feelings for Broly and Broly has shown no romantic feelings for Cheelai either so a romance plot especially a love triangle is almost guaranteed not happening. Frieza wants broly so he can use him as a weapon he says so in the broly movie frieza ruled over the saiyans for decades so it wouldn't make sense for him to study saiyan genes at this point since he would've had a whole planets worth of material back then. I also doubt Black Frieza was being conceptualized all the way back in 2018 and the movie writers were told about it. #EndofVideoSquad

The bottom line is regardless whos writing these stories, they're going to ship whoever they want, and the fans arent going to have a say in it. Heck, you using 18 to ship with your goku black avatar is a perfect example of this. Seriously think about it. We see tons of fanfictions and fans claiming how 18 should be with trunks, vegeta and etc. You rarely hear fans or see a lot of fanfictions shipping 18 with krillin who's her freaking canon husband in the franchise. Therefore if it makes sense story wise for her to end up with Beerus, then they'll likely go that route off screen. Im sure fans will still ship her with broly no matter what, and im confident we'll see way more fanfics of her and broly together while we'll see little to no fanfics of cheelai with beerus even if they become a canon couple. I don't think cheelai sees broly as a romantic partner, nor does it seem like broly sees her as a lover either. If anything, i feel she acts more like a big sister to him than anything due to how naive and innocent he is. Plus, i have a feeling if Beerus develops a soft spot for her then he may develop one for broly too out of association. And if he does, then he may elect broly to take over for him eventually which could became an arc in the series.

With Broly as a series mainstay, engineering a bio-broly that exists as a tool for Frieza could be worthwhile. Frieza's army needs to be threatening. As far as we know, the threat of Frieza's army lies in Frieza himself. Dragon Ball needs to change that if it's going to continue with Frieza as an eventual antagonist. The good guys are too strong and too many right now, Frieza can't be the strongest alone. Dragon Ball needs a Frieza-led league of supervillains, and everyone on that team needs the capacity to spank Goku. If they need to make Frieza's the main character to make this happen, I'm all for it.
