One important thing pointed out in Vegeta saying "from his experience I'd wager" and also Gohan "breaking through" the ultra instinct, is exposing the limits of Ultra Instinct. "INSTINCT" is how your body reacts without the middle input of "thought". So all that means is Ultra Instinct just used YOUR INSTINCT to it's full potential. So his experience makes his ultra instinct more effective but his instincts aren't quick enough for Beast. Similar to Sasuke's "limits" when he first learned the sharingan and fought Lee. Because it sounds like you're just guessing based on a hunch and nothing else. Hell we still don't even have a good read on how strong Gohan is right now compared to the other Saiyans, all of those fights were inconclusive. All we can say for sure right now is that Gohan is in the same league as Goku, Vegeta and Broly now. We have no idea how they actually rank against each other, especially since Goku, Vegeta and Broly have all been training on Beerus's planet between the Granola Arc and now. At best, Beast Gohan might be _related_ to the Super Saiyan forms, but it's clearly not a "Super Saiyan" form itself. I think Gohan specifically said in the tournament of power that he wanted to fight/evolve "as a human" so I'd wager it's only attainable by a hybrid, maybe specifically a Human/Saiyan hybrid, but I won't just state that as a fact. It's also pretty widely assumed that Beast is probably related to Gohan's Ultimate form, and Ultimate _definitely_ isn't a Super Saiyan form. Maybe it's a combination of the two, similar to how Super Saiyan Blue is a combination of SSG and Super Saiyan. But flat out calling it a "Super Saiyan" form after everything that's been said just seems wrong.

This form was foreshadowed as Gohan saying he wants to reach a power beyond of what he currently have, and Ultimate Gohan is just his absolute peak as in transformation. So I have 3 theoryes. BEAST Gohan is either: - TRUE Ultimate Gohan, using not just the King Kai's power but also his Saiyan latent and adaptative (Saiyans growing whole transformations otu of God Ki which nobody else can) Power. Or - An Actual Saiyan Transformation, born from King Kai's power. Again, similar to how Saiyans are affected by God Ki. Or - An upgraded Potential Unleashed, not related to saiyans. The First Two are technically the same thing, but under a different application. But the backing I have to the Third, is Xenoverse 2 making Beast Mode an form for every Race. And how the original Saiyan Trio (Goku, Vegeta, Gohan) all fittingly having non-Saiyan forms as their final evolutions, and all from divine forms (King Kai's for Gohan and God Ki for Goku n Vegeta)...

I'm just assuming broly has a higher grade of normal super saiyan which allows him to stack up to goku and the others at this point. Normally, Saiyans use it passively, but Ultra ego, he uses the damage he takes to zenkai boost himself and get stronger, and it's just a matter of how long he can withstand the damage before passing out...
