One important thing pointed out in Vegeta saying "from his experience I'd wager" and also Gohan "breaking through" the ultra instinct, is exposing the limits of Ultra Instinct. "INSTINCT" is how your body reacts without the middle input of "thought". So all that means is Ultra Instinct just used YOUR INSTINCT to it's full potential. So his experience makes his ultra instinct more effective but his instincts aren't quick enough for Beast. Similar to Sasuke's "limits" when he first learned the sharingan and fought Lee. He saw the movement, but he wasn't able to react because his body wasn't trained to do that, even though he was MENTALLY able to keep up.

No where it was stated that black frieza is the strongest as compared to gohan.. bf knocked out tui goku & theres a time skip which implies that mui goku's form is more durable, faster & stronger.. he can even delve deeper to ultra instinct currently due to his continouos training. Gohan however, has achieved that very thing. he has molded and sculpted his ki to perfectly fit his body, mind, and spirit. it is something completely unique to him, and like Whis says is not exactly a super saiyan, nor divine technique,, it is gohan achieving complete mastery of himself. when gohan said he’d never seen a super saiyan form with such pure power, i think he was saying this isn’t super saiyan 1, not buff super saiyan, not super saiyan 2, nor 3, nor god, nor blue,,, it is super saiyan, but it has properties unique to its own, and thus the potential to become greater. if Broly learns to master himself just like Gohan has, he will not learn Beast,, but will create his own unique transformation, one that cannot be replicated by anyone, just like Gohan’s Beast transformation. i like it because all of the other things thus far are learnable, as long as you are part of the race they come from, but starting with ki manipulation and the kamehameha wave in og dragon ball, flight, and so on, it is all learnable by everyone. then in Z you have race specific learnable transformations, but still everyone from that race can achieve them with enough hard work or talent. and now in super the same has been true up until now,, super saiyan god, blue, god ki, hakai and destroyer ki, ultra instinct,, they are all learnable. it started with vegeta however, that he realized ultra instinct was something less suited, less tailored for his body and spirit,, and while he could learn it, his effort would be better rewarded finding something that suits himself and his style and ego better. taking into account his own faults and being honest with himself. so we started to see like that yes while different levels are attainable, it might be better to listen to your body, your mind, and spirit, and really take in and analyze all that makes you you, and find something that fits with that,, or now with Gohan and hopefully Broly, create something that is perfectly tailored to it, to you and only you, entirely and that only then do you achieve your full potential,, and it probably opens up even greater paths to power almost reminds me of some of the power themes from Bleach

Beast is not a Saiyan transformation, it's a Gohan only transformation and was confirmed with Toriyama and Toyotaro if i recall right. Gohan Beast it's like the greatest form of inner potential, he kinda transformed in Ultimate Form and that's what's the main difference between a SSJ form. In Buu Saga, to get access to Ultimate, Gohan was told to "try to transform into SSJ" and the result was something different. Now in Super Hero just following the SSJ2 logic, he tranformed inside of another form. Now, Gohan Beast has an unlimited potential, like Gohan himself. That doesn't mean that he is stronger than UI Goku or UE Vegeta, Goku fought Gohan in Ultra Instinct and still showed emotions, and since Moro arc and more specific Granola Arc, we know that when he shows emotions the UI it's not at full power.

Normally, Saiyans use it passively, but Ultra ego, he uses the damage he takes to zenkai boost himself and get stronger, and it's just a matter of how long he can withstand the damage before passing out...
