Gardendale placed motorists on probation if they wanted to pay fines over time say 10 months. In addition to the monthly payment for the fines, the Gardendale probation office charged an additional $40 to collect each monthly payment. It was a collection fee. Not a fee for drug or alcohol testing. For example, a $500 fine divided over 10 months would be $50 each month but the probation off also collected an additional $40 each payment. All the clerk did was collect your payment and issue a receipt, as well as remind you that the longer it took you to pay the fine the more expensive it would be because of the $40 additional payment. You ended up paying $900 for a $500 fine. Gardendale is the neighboring town of Brookside. This type of program is prevalent in small Alabama towns

Ya'll need to investigate the Russellville Police Department. Their municipal court is absolutely PACKED every court day. Most of the 'victims' are Hispanic but ALL of them are poor. ALL OF THEM ARE POOR. (Repeat for effect) Everytime you drive through town or on 43 bypass they have some poor soul pulled over and most likely their car will be towed, ESPECIALLY if they are black or hispanic! One thing is for certain. THEY ARE ALWAYS POOR! Even the police chief rides around writing tickets. Russellville has more than enough officers to patrol the streets but evidently the chief gets his jollies writing as many as he can.
