Depending on the tier of the general there are 3,2 or 1 upgrades. bock and the gaulle require 3 upgrades. 2 with the swords and one with the batons. Halsey requires 2 upgrades 1 with swords and 1 with batons. Rundstedt requires 1 upgrade with batons. for all upgrades you need medals and gold medals as well to upgrade.

Bock is really decent even after 2 upgrades, after 3 he becomes better than Abrams. De Galle becomes good only after 3 upgrades. Halsey would be handy on enterprise in attack on pearl harbor event. Runsdetd becomes a tankier version of Yamashita. Kind of crap actually because Malinovski and Meretskov are still the best infantry generals.
