They DID tell you to use the Leaf Shield, it was in the message box. It's a call back from an earlier level where you use the Leaf Shield with the "R" button.

yes, but not to throw it. anyway four colour fortess (or whatever it's called) is where things really get shitty, final boss fight is the biggest nonsense I've ever played in my life, no chance to beat it

well... In Megaman 2, you are supposed to throw it. Earlier in the game, you could throw it too. Meh, It's just referencing the game it;'s based off of. Most of the older games were simply Trial and error, especially when it came to Japanese games. To each their own, I guess.
