Flash getting the Zeb Wells treatment is something I pray never happens. I mean I do sometimes think the Flash's powers have become a bit nonsensical in how OP he is, but nevertheless, I still love Flash's villains, especially The Rogues as yes, they have tech to help them, but honestly, they are very smart and great characters, Captain Cold especially, as he knows how to use his tech to immobilise the Flash by using his gun to freeze the molecules around him to slow the Flash down. But I do see what you mean, though. I feel like if they want to do Flash right, they need to get good writers like Jeremy Adams, who's run on the Flash, who was one of the best Flash comics we've gotten in a long time. Maybe future adaptations and writers can learn from that and can establish Flash slowly learning to understand how OP he can be and using that as a means of growing the character to better understand himself and have more believable fights with villains like the Rogues while showing what makes them good villains and interesting characters, kind of like how in My Adventures With Superman they slowly have Clark learn more and more about all his powers and take time in establishing him as a still learning who he is since its a younger Superman story series, which really works well.

I think the only non speedster Rogues member that makes sense is Mirror Master since he's essentially a Logia. I think the only way the other Rogues make sense is if the focus becomes less about them winning (they are not) and more about how much damage they can cause before Flash gets there, which can be where the real drama starts. Real recognize real, Flash can only respond to threats he knows about.
