BSA A65 engine - that crankcase stud & hole, some plastic metal & some compacted under bed fluff!

Could the fluffy grey crap be a bit of fibrous gasket that was torn off and jammed in to hold the stud while the epoxy set

Could the bridge piece be replaced by grinding it off at the base and tapping in a long stud, with a lock nut to hold into case, and a "coupler" or sleeve nut to mate with with the other side and take the fastener?

Love helicoils, there are some components in RR engines that are fitted with helicoils as standard because they are stronger than the original metal. Would it be better to bolt up the crankcases before sending to the welder so that nothing moves during the welding process? 🤔
