I’d be inclined to visit with a party of big strong fishers with a big net, run it through the white water below and carry the netted fish, singly if need be, up and over the spout. Anything to help them get to the redds and fulfill their spawning function. These fish need every bit of help we can give them. No doubt there’d be all sorts of naysayers objecting but sometimes a need is great and must be given the assistance needed. Even if a dozen hen fish each time were lifted over the fall in a state of less exhaustion because of the aid given, the increase in smolts might be tremendous. Fish passes would be a better answer but they seem to have a spotty reputation for success, so the above might serve meantime. All supervised (or carried out by?) bailiffs or salmon watchers, if such still exist?

At least they have stopped the fishing with nets further down stream!
