It wouldn’t make sense, as a lot of evidence suggests that everything in BSR is a simulation. The trading card descriptions, the Dealer being just a floating head and hands, surviving multiple shots, the ability to alter physical objects (in that case the Inverter comes to mind), predict the future, and the ability to come back to life and retry missions all point to this. Plus, the structure of the floor seems to imply there are no exits, except possibly through where the Dealer came from. The Inverter's card reads: "Also known as Quantum State Inverter or ‘QuaSI’. Never finished and forgotten, it ironically found its purpose in the ‘in-between space’." This suggests that BSR takes place in a different layer of reality, not the real world. The Expired Medicine card further clarifies this "in-between" space: "Remedy turned poison. Now just another gamble to take in a place with no concept of time." So right there it's practically telling us this place exists in an "in-between space" that has "no concept of time." This is from official material, by the way, and not some speculation I made up. I suggest you guys follow up with the ARG wiki stuff a bit more closely because it'll clear up some things.

Not IN the USSR necessarily, as one of the tapes is dated to 1998, which is 7 years after the USSR dissolved. However, it being a run down factory turned nightclub and the fact that one of the Multiplayer models wears a Soviet GP-7 civilian gas mask, it could very well take place in a former Soviet state.
