Yes, you certainly can chant with other Tara mantras. Many of us chant all 21 every day as a practice. Chant Black Tara for as long as is comfortable to you. If you're facing an issue, and that's the nature of your question, then, generally, you chant until you feel your problem is resolved (not necessarily non-stop, and not necessarily aloud. Silent chanting and mental chanting is very effective.) Green Tara's mantra is very effective and reassuring and certainly chant any time you wish to connect with Mother Tara.

Thank you for watching. Yes, 108 is the full mala, but 27 and 21 are also popular malas. 27 a so-called "quarter mala' -- four times around is a full 108. It is used for larger beaded malas, which are popular with many Buddhists. But 27 is highly significant in Buddhism. Part of this is Buddhist astrology and moon signs. The moon orbits the earth every 27 days, and moon days are sacred for practice in Buddhism (the sun also rotates on its axis every 27 days) . (27 is also significant in Feng Shui, ie. 27 coins for prosperity, etc.) 21, meanwhile, is highly significant especially for Tara practitioners (21 Taras), but 27 is more common in malas. Other fun facts about 27: twenty-seven is the only positive whole number that is exactly three times the sum of its digits. For longer mantras, many teachers advise students to do 27, 21 or 7 times a day (for example Vajrasattva, at 100 syllables takes a long time to recite 108). Hope that helps. In kindness, BW

I have a word by word in a previous comment reply (I'll add to the description later) but here's a more meaningful contextual explanation from Professor Wooten (who wrote an excellent book on the practices of the 21 Taras) -- word by word translations don't work with Sanskrit because all vowels and syllables have meaning, not just word groupings and they often have multiple meanings. But this is a good summary from Dr. Wooten: "This mantra sheds more light on the meaning of the practice, when you might need to use it, and how to align your own intentions with those of Tara. It insists that Tara remove mental obstacles that block insight into your complexes or the emotional forces that obscure your understanding. Avarana refers to the causes underlying negative tendencies in yourself or others. These instincts, imprints, or potencies are ingrained, influencing behavior outside of awareness. They are unconscious, unquestioned, and unprocessed. They have been denied, repressed, or avoided. You or others around you might struggle to bring them to consciousness or have no wish to do that whatsoever. As with many words in Sanskrit, vidya has multiple meanings depending on the context. Vidya often means “wisdom”; in this instance, it means “intentions,” particularly negative intentions. Bhye phat urges Tara to destroy these obstacles or difficulties! The mantra asks Tara to overcome the negative intentions of the enemy. Use it when you want her complete protection in order to fully grasp the difficulties in your situation..."
