Please understand if you need to do an indexation then a figure has to be fixed and how to calculate that figure (had it been considered), The calculation may be very complicated and would have raised several other question. And as per my opinion to create unnecessary confusion it may have been removed. Also earlier it was 20% calculation now we will have an additional benefit of 7.5% (20%-12.5%).
