This is the spanish/portugese panflute/zampona.The original xipro type of panflute had between 6(piulet de sanador) and 12 holes(chiflo de capador). Other names for it: silbato,catapuercas(mentioned in spanish literature),bufacanies,xipro de afiador,pito etc. of course we don't know much about the tunning,but compared with simmilar forms in England an Switzerland,it must have been diatonical

Not Viking, Viking inspired, maybe the Vikings inspired the traditional Portuguese knife sharpeners that use this instrument to signal for customers from their bicycles.
