I hope you caught the underground tunnel wasn't connected and the other side the little commercial area wasn't connected also that's why they were complaining about labor. You can go either direction on your slope terrain, it just depends on where you click first. If you click low first then start from high. If you click high first then start from low

Biffa did a vid that showed you can go shallower if you have enough slope from the sea floor. The ships will rock if it's a shallow undersea plateau but if you have slopes it won't. I think it's just another poorly designed game mechanic.

I like the idea of going under ground I usually build a bridge but then when i build a cargo line the ships wont be able to go through and then I have to completely redesign it

If you right click set the low point, you have to start at the high point to slope. If you right click set the high point, you have to start at the low point.

I used A bridGe, but it took some doing. The height wasn't that extreme, however it took a massive amount of trial and error. I used those same mid channel islands but used the small island just off the coast of the mid part of the barrier island. I thought about a tunnel but thought it wasn't reasonable (irl terms) since I only had 30k pop at the time
