With new initiatives such as the National Semiconductor Technology Center (NSTC) established under the CHIPS Act, the U.S. is seeking to connect regional industry, government, and academic stakeholders. These initiatives will develop shared research and development resources which lower costs, drive technological advancement, and lower the barrier to entry into an extremely capital-intensive field. What will these ecosystems look like? How will they align incentives, and what will be their value-add to the national and global research marketplace?
