Though I would say talk to authorities or at least somebody to at least keep them in the loop so if somebody is going to do something to OPOP has protection or at least has a way to get the authorities on the gruesome twosome.

the adoption stuff is BS That is too quick, she would be 18 fairly soon. The father could appeal all that. Taking away custody and putting someone up for adoption are two different things. Now the other family would be appointed as guardian.
