They didn't understand how these readings worked at this point in the series, and the limitations of this system of measurement. It assumes you are at full power at all times, no "powering up", no suppressed power, no Focusing your energy to make it more potent, you just _are._ That 139 is Roshi completely at rest, not up and active, not hulked out, not training, not fighting, not focusing for a Kamehameha. Even something as simple as taking off weighted training clothing can drastically affect that number. It's why the series tried to hard to _get away_ from that system of measurement after the Freeza saga was over despite the fanbase's obsession with it, because it spent the whole series up to this point showing how much you _could not_ trust or rely on these numbers. How inaccurate they really were.
