Honestly I do believe he was off, as a heavy fighting game player myself I noticed how he failed to block in some areas where he usually would have, maybe he was dipping into old habits and only going for perfect blocks and if so that explains why he wasn't hitting them with characters he didn't use regularly as the activation frames for the block would be different with each character, while with Beerus he hit a lot more. He was also lax with a lot of his backhits which is confusing to me but I assume it's because his opponent was perfect blocking a lot so later you see burcol going for stamina breaks during long combos instead of using them while back hitting, this is because after getting stamina broken ruthlessly in the first 2 fights the opponent here seemed to be more on guard to back hits which would explain burcols minor changes in playing styles
