I think that if one merely instituted a hiring freeze across the board to include the DOD. Now and then exceptions could be made for those who actually work, example : custodial, etc.. I think that this would both reduce the number in a systematic and fair manner and provide time to accurately assess what is the appropriate size of an agency.
