Would a sales person be considered a fiduciary? Not a partner or manager.. ?

When outside of the city limits many City police Officials, (even now working in the public) continue charging people (me and many others) costing the public hundreds of thousands of dollars, by issuing written offers, with official instructions on how to pay the fine or face the charges before the City employed Municipal court authority. I have got my charges dismissed in Junction City, Eugene, and Springfield Oregon by simply printing the rules within each City charter. What do you think ? Is this a fiduciary issue?
