It really isn't outsmarting the system. If you're polite, respectful and nice to the cop and what you did isn't too serious, chances are you'll get a warning. A ticket is another court date for them and more hassle, they're only going to issue them when someone deserves it. Of course this isn't always the case, there'll be ticket-happy cops or dickhead ones or whatever, but anyone with some life experience knows a little kindness and respect goes a long way.

I mean it only takes one flick of the wrist to go that much over the speed limit, Walter pulls over IMMEDIETLY, gives all his info, doesn't act like he did nothing wrong, doesn't give the cop attitude. Any reasonable cop would let him off. In general cops do not want to have to do things that make them go to court. They just want to make sure people are safe. And in this case he did just that, Walter walks off without a ticket, and the cop got a good conversation and showed that law enforcement isn't always to blame for people being stupid. Kudo's to this cop and the karma he will receive will be great for him I'm sure.
