I think the neighbour is Joe's mum - her hands look like those of an older woman (a possible hint, because that's really all we saw of her) - his mum was talked about the whole season, so it would make sense that she'd appear in season 3 - joe might have found out where she lived and bought the house next door on purpose - joe's obsession with women and keeping/controlling them may come from his abandonment issues with his mother, so it would make sense that he'd be obsessed with finding her too - we also know that she isn't dead, so it's definitely in the realm of possibility
