I just realized. The three main Citadel races, Asari/Turian/Salarian, each have different aspects of humanity. Salarian - Espionage, Intelligence Asari - Diplomacy/Charisma Turian - Strength, military prowess Then humanity comes in and has everything they do in even amounts. A human has better military prowess than the Asari but better Diplomacy/Charisma then the Turians, etc.

Well, when Grunt crashes a Skycar, its C-Sec that sprays down the crash (and him) with foam, so I think they respond to all emergencies. Not sure though. Good point.

My guess since C-Sec covers vast parts of the citadel and they have a very situational system of departments they probably have first responders, fire and rescue and emts

You do realize that when Cerberus start their attack on the citadel the entire galaxy is in wartime. Everything thing Is going trough a hectic pace so you shouldn't be surprised if they found a few cracks in the citadel security to get trough. Plus Udina probably gave them all the necessary Intel to make sure the coup is successful
