AP and other news organizations have guides on wording to use and how to describe events. Can't blame it on any human element. Certainly not the homeless. Odd there are so many fires around the same time despite being no lightning storms in the area. And while some suggest powerlines, that seems unlikely for all of them. Arson appears most likely, but will be quietly investigated and then dropped when it goes against a narrative. Hope to be wrong, but that's been how these events have played out in the past. Also, lawyers would prefer individual culprits not ever be found and instead blame big companies (ie. utilities) with deep pockets.

You can bet that landlord's insurance rate will jump more than 10%. Why should he not be able to recoup his expenses? Costs of taxes, insurance and repairs have doubled with inflation. But the landlord, who earns his living on rent, has to take those increases out of his profit. So he winds up letting people live on his property without making any profit. Sometimes the expenses are MORE than the rental payment, so he PAYS to let someone live in the house he worked years to pay for! It's insane!
