is there a way to make a double line with text in the line linetype?

can you address ltscale when creating a custom linetype? I created a custom line ltscale is set to 1 and annotation scale is set to 1:1. I typically work with annotation scale set to 1/4" = 1'-0" and the linetype does not show correctly. I have to change the ltscale of the line to get it to show correctly.
