For the second problem, I cannot comprehend how acceleration changes. If F is changing, m is changing too proportionally, so shouldn't a remain the same. Any help?

I'll try to help. The force F causing the acceleration is changing, because only the part of the chain hanging vertically contributes to this force. The part of the chain resting on the horizontal surface does not contribute to the force. But the entire chain still accelerates, because it is all connected. So the mass is constant in this problem, but the force is not.
