from my understanding you can. When I asked the DMV they said that if I sold it during the process then whoever bought it would start over and it would be more difficult. I believe, and how it was told to me is the "not to be sold" is so it doesn't become a business. And then liable if someone dies.

Hey brother I am trying to buy a kit car 1965 Shelby cobra from a dealer out of state. The dealer is in Charlotte and I live in California. But the dealer won’t sell the car to me because they said I need to provide them a kit car voucher from my local dmv otherwise they won’t sell the car to me. Because supposedly California only allows 500 kit cars per year to be registered. I already called the dmv and said there in no such thing as vouchers. Any suggestions I I should do? The DMV needs a certificate of origin. But I wouldn't give that to the DMV until you are ready to get all the other stuff handled through CHP and the braking light inspection . They should give you the certificate at a later date after you complete your build

Great video. Did you had to tow the car to the DMV, CHP and light&brake inspection? I'm building a Locost in LA, so I will need to go through this myself eventually. The difference is that I'm building it from scratch.
