We need an alternative maximum tax law in California. That should apply to the state as a whole. It would say that Sacramento is prohibited from taking more than a given number of total aggregate dollars in tax from the people. Such excess money is syphoned off from the people by Sacramento that it always leads to massive corruption in our state. The best way to illuminate corruption is to run a very lean government. State taxes should be halved. Sacramento should then be made to live within their new reduced budget and get honest and get efficient. No more grifting. No more corruption. No more extravagant taxes.

I appreciate Caltrans' efforts in maintaining our roads, but here's a thought: How about finding a way to charge electric car owners for road use instead of proposing a 30 cents per mile fee for everyone? Right now, gas car owners are footing the bill for road repairs while electric car owners cruise for free. It’s like asking someone who can't afford a Tesla to sponsor the road trip of someone who can. Let's level the playing field - equal roads, equal responsibility!

I live in CA and bought a Tesla model Y. My vehicle registration is about 3X times more than a gas powered car. I paid $750! I assumed this was to compensate for the loss in gas tax revenue. Now the authorities want more from EV drivers? That’s insane!

@@lukasfoo yes, registration is determined by 0.65% of the purchase price/value of the vehicle plus fees from your county. Some counties will have higher fees than others. Anyone who bought the cyber truck as their first truck is going to get sticker shock from their registration because CA DMV will slap them with a weight fee and commercial fee.

Car registration is already sky high in California. How about running an audit on where all the funds are really going. The roads and highways are in utter disrepair throughout the SJ Central Valley. Mismanagement of funds is the real issue, not the lack in revenue.

As long as they accept odometer values that's fine, that's not particularly invasive. Per mile charges are more fair. EVs create even more wear and tear than gas cars due to their increased weight.

It will start out at 3 cents per mile, then as more EV's are used, it will go to 5 , then 8, then 10... there will be no escape.Keep in mind that the cost per mile that one can deduct for valid business travel is now 65 cents per mile, and you can see where this will lead...🤔

Seems fair; electric cars are heavier and likely cause more stress to the roads, not to mention guardrails are having to be replaced since current infrastructure can’t support their weight. …not to mention that electric cars need roads more than gasoline vehicles; haven’t seen anything electric that’s able to compete with a 4Runner, Defender, Wrangler, Grenadier, etc…

I agree with not using a gas tax at the pump to assess the owner's road maintenance tax, as presently full electrical vehicles owners never pay a dime for road maintenance, and plug-in vehicle owners pay far less than their share. However, the state idea of charging a vehicle’s tax based on its mileage makes no sense - as the tax is collected by the state to “maintain the roads”. That's it. The reason for someone to own a vehicle that gets better gas mileage is personal. It's usually just to save money at the pump. Or, it may be to save the planet. Who knows? But it's not the state’s business. Their only concern should be "keeping the roads maintained". The only possible reason to charge some vehicles a higher charge would be if their vehicle contributed more road wear per mile. And, this additional charge would be based on the vehicle’s weight. From what I read, for passenger vehicles (normally up to 10,000, or 5,000 lbs per axle) the additional road wear (and added charge) would be very minimal. But for commercial vehicles (80,000 lbs, up to 20,000 lbs per axle), the added charge would be significant (as the road wear is significant). There should also be thought put into the least invasive way of collecting the “road maintenance tax” from the state's vehicle owners. The easiest way may be through a car review - required when you receive the car (either by a state licensed station or by the owner's auto insurance company - noting the car's current mileage, and reporting it to the state), and at least annually thereafter. Then, any difference between the periods tax-miles previously assessed/paid and the actual reported mileage would either be billed-to or refunded-to the owner. Then the billing period's (perhaps each month for a full year unless the car is sold) charge would be based on this prior year/periods "average miles driven per month". Lastly, a transponder may be the best billing solution, as it could report to the owner's state the miles driven in each state for the current month (using GPS to determine which state it was in). This would allow California to charge the owner the rate per mile driven in California. And if other states were in the same road tax program, California could (also) assess the owner for the tax of the state they drove through (at that state's rate per mile), and forward it to that state (perhaps as a lump sum for all California cars driven through each in-program state in the billed month). The other states in the program would do the same.

Regarding the transponders, she says “All Cal Trans will see is the number of miles”. Anyone who believes that is only fooling themselves. Aside from all of the obvious questions that haven’t been answered, this is just another example of how we are living under a dictatorship in this state. She says the state “shells out $8 billion repairing roads” but that isn’t “the state” spending the money. That’s OUR money being spent. The state has no money of its own, only that which it takes from us as tax payers and what they take in federal assistance (again, OUR money). And for that matter, why are our roads in such terrible condition? Anyone who has driven out of state knows that our neighboring states’ roads are in much better condition. At this stage of my life I’m not in a position to leave, but I don’t want to (nor can I afford to) stay.

They don’t get gas tax from electric vehicles but there are taxes on electric utilities, so don’t act like they are not getting taxes. So add a tax at super chargers or for those who add home chargers. Make no mistake this to get more money as we have the highest gas tax in the country!
