Envy and jealousy aren't always bad, it depends on facts and circumstances. E.g. In the book of Romans, God wanted Jews to be jealous of the gentiles for finding truth and the only way to salvation. When it comes to desires for something good (as defined by God), envy and jealousy is a good thing to motivate people to love and obey God and believe in Jesus.
