It's not about you being black or dark-skinned person. It's the culture. Kumbanga part sa history nila yan na ginagamit na slur dati against Black People. That's why it's inappropriate to say the word kasi ang Filipinos ay hindi naman part sa history nila.

Negro is not really a racist / deregatory term here. It is in Spanish and provinces are even named Negros, it is simply a term used to describe something or someone. Although it is better not to to use it as people are different and some who may not understand it may be offended.
