You should try a flood using the Create Mod's fluid hoses, set up like 10 with max speed, I think it may have a better effect

This mod doesn't quite function how you'd expect since it focuses on liquid not being infinite and displacement physics instead of water stream physics sadly but it would be interesting to see how this design would work with both even though I couldn't imagine the performance.

Your video seams to show that the Tesla Valve slowed the flood down. But I really doubt your experiment results. I know a little of the innerworking of minecraft and the way this mod could be implemented, and I don't think a Tesla Valve shape could have any impact on the water stream, or at least not in the same way real world Tesla Valve would work. You showed a slow down, but I would guess it's more due to the narrow width of the passageway that the shape of it. And at the end you said that the experiment was a failure because water did spill out a little. But that's a misunderstanding of the tesla valve which unlike other valve deasign can't be full tight. There will always be some kind of spill. It's not impossible that a minecraft mod can simulate the required level of fluid physic necessary for a tesla valve to work, but it would look almost identical to a more simplified model in most situations while requiring a larger amount of computing power. So as computing power is the main obstacle for that kind of mod, I hardly imagine any developper not choosing the more simplistic model. In fact the vanilla physic itself is already a very simplifed fluid model that try to "look like water" but at a minimal CPU cost, (yes it's crappy at simulating water like in the real world, but it cost almost nothing in CPU)
