You showcased a "quirk" in the game, which is that even though the weather rotates on timers even if you are in a match, the game "locks" you into whatever the weather was at the start of the match. Thats why Thunder missed - the rain animation was playing, but the terrian for the battle wasnt rain.

No, because Rockruff's Hidden Ability is Steadfast, not Own Tempo. The only way to get a Rockruff with Own Tempo is to catch one with it, which is rare and the Rockruff spawns in Kitakami can't have it for whatever reason. This technically makes Rockruff the only Pokémon to have 4 possible Abilities.
