Possibly all three. Team Rocket is doing their thing. But in the dire moment, they show again to actually be nice guys, and supercharge Pikachu enough to ignore the type advantages between electric and ground and cause it to just shock the planet so hard, the puzzle solves itself. Oh, and Team Rocket are sent flying, because of course they are.

Something that could have made part of this easier is all of the Gen 1-4 starters are found in Viridian River, no matter what mode you play on. You may have to enter/exit to get all of them to spawn (with a bonus rare chance for Mew if you have high karma), but it is worth it.

I'd fuse together Lucario and Sceptile. Give use a cooler Grass/Steel type than Ferroseed and remove most of their weaknesses in exchange for being quad weak to fire. Plus Sceptile is Ash's best pokemon so it should have an aura bond with Ash.
