Debts should not stop someone from going to Hajj. We first need to make a clear distinction between halal and haraam mortgage. There are many mortgages that are haraam and you end up paying interest on them. According to vast majority of the scholars being in haraam loan doesn't invalidate Hajj.
If the person you owe money to knows you are going for Hajj and gives you the permission you can. Although it is important to remember short term loans should be given priority to be paid back when compared to long term loans especially those with the banks.
