First the Israel air defense system was not design to shoot down all missiles, that would be counter productive. The defense system makes an assessment where the missiles is headed to, for instance those that were targeted against Mossad were shot down, and those that were headed to open place were meant to land. so technically Israel defense system still intact. If my target was to be Mossad building and other military installation i will fire 50 rocket but out of that 50 only 10 will be design to hit their target, the other 45 is to overwhelmed the air defense system and to allow the penetration of the 5 missles that were heading for their targets. So what Israel defense system is design in a way to take down those missile that will cause real damage and ignore those missiles without real target except if it poses danger to the society. cost effective. It is more expensive to shoot down missile in air than to clean the wreckage.
