Worked in the development sector of Pakistan from 1964 to 2016. Worked in the government and with international agencies as an employee and as a consultant. Having closely observed how bureaucracy works at all levels, and the client population in remote regions, anything short of a major surgery (revolution?) would be of no use.

Read a novel written by a very capable senior bureaucrat, Shaikh kh Jameel Ahmad: The Wandering Falcon. This is about the remote Bolochistan. Then, visit the upper Chitral areas and see how progress is achieved by the Ismailee community with little or no government support.

It seems the office is just venting because he had trouble getting a noc from a gov institution. Plus the analysis doesn't have gravitas.

Please don't be intellectually corrupt:Unless we achieve political stability through free n fair election and transfer of power to peoples, elected representatives,we cannot solve any problem including economy.Discussing state problems n their solution without achieving political stability is regarded as an intellectual dishonesty. It is because of this factor that 80% I n II W.war torn Europe bounced back n achieve incredible economic stability within short span of time.We can't move an inch forward without political stability. But nobody can dare to discuss it under present civil martial regime backed by a gun.
