Los Angeles is facing an affordable housing crisis that drove up homeless numbers even before the coronavirus pandemic. While homeless services providers are doing better than ever getting homeless people off the street, more people are entering into homelessness daily than LAHSA (Los Angeles Homeless Services Authority) can help. The biggest challenge is the lack of housing.
When the Hilda L. Solis Care First Village opens in a few weeks, it will become a temporary living shelter for 232 homeless people. The Vignes Street development took only five months to build at the cost of $200,000 per unit, which is faster and far cheaper than traditional housing developments. I was told the cost of land was what drove up per-unit costs.
I was honored to be asked by the American Institute of Architects Los Angeles to join a panel on diversity. While speaking, I told a conference full of architects to "never design anything you would not sleep in yourself." It was part of a rant about Pallet Shelters, which are growing in popularity. Many politicians pitch Pallet Shelters as a tiny home solution, yet jail cells by law are bigger than these tiny shacks - and jail cells have bathrooms.
One of the architects thought I was ranting about their shelter container sleeping units. Once the misunderstanding was cleared up, they invited me for a tour. Although I am kicking myself for not having the right microphone or wide-angle lens (please forgive the bad audio), I was impressed by what I saw.
Many people become homeless because they experienced trauma. Life on the streets adds lawyers of more trauma. I cannot stress enough how important a private space with a bathroom providing dignity is to start the healing process. It's unthinkable that some politicians support warehousing homeless people in tiny shacks meant for lawnmowers (Thanks to Pete White for that phrase). For a proposed solution to succeed in ending homelessness, it must be a living environment that people want to live in - where they can start to feel human again! A living space that helps to rebuild self-worth and dignity. Otherwise, they go back to the streets.
If we are ever going to reduce homelessness, we need creative ways to reduce costs and the ability to cut through the bureaucracy. The bulk of the funding for Hilda L. Solis Care First Village came from the federal CARES Act, allowing the county to sidestep the usual convoluted process of finding money for affordable housing. The pandemic health emergency provided justification for exemptions from environmental review and competitive bidding.
I left this tour of shipping container sleeping units encouraged. The day before, I visited a homeless encampment in Harbor City. I met wonderful people living in tents. Many of them have been outside for years. My heart was broken. With the crisis of homelessness growing, I didn't see how they would ever get off the streets. I do believe Hilda L. Solis Care First Village is a viable solution. We just need to go all-in and build as many of these sleeping container villages as quickly as possible.

Thank you so much for this video. This is the very best solution, to end homelessness!!! This is absolutely Amazing!!!! They should build these shipping container units all over California. The people should be able to stay permanently in them, if they want to. They should not be temporary!! Only permanent!!!

@@kimberlygila3604 Right! Opportunities and resources reduce drug use far more than arresting people for things like possession and prostitution. That’s what King County police have experienced, based on effective programs in other countries that are far ahead their thinking about and solving their addiction problems. Once people have some basic shelter and stability, they often start to have some hopes and goals, and reduce or stop drug use on their own (if they had that problem coming in). I have worked in Human Services, shelters, and addiction treatment, and will be sitting for the Master’s in counseling exam this year, so I’ve seen and experienced it myself…I’m also in long term recovery from addiction.

@@andredeketeleastutecomplex If you’ve been caught in worse situations, like walking miles to find a place to use a publlic restroom they won’t publicly tell you not to use; or people shaking your sleeping bag to find out if you’re dead when you’re trying to sleep, you’d appreciate it!

Why do these have to be temporary ? They are friggin' awesome. They have all the comforts of home. There is a great affordable housing situation, this seems to me as an affordable solution.

Actually, not only do I agree with you but one of my personal grips as being previously homeless is the lack of a permanent solution. Those that can work or qualify for disability should be able to buy these units the same way you buy a condo. With a owner ran HOA etc to give them a life long permanent home that is also building equity. This specific site is too expensive for that at a per unit cost. But that doesn't mean we shouldn't be looking at this as a long term solution for many homeless.

@@enyafire2875 and there's no end in sight, cops aren't allowed to move them and the drugs are one of the biggest problem and the Mayor has set the standard low so even if someone gets pick up for drugs there out the same day it's so mess up, I pray and keep putting out love to the homeless in hoping that they know we care, we need new ideas⚡♥🙏♥

As an NAC Architects employee, I am very proud of what has been accomplished and impressed with the timeline. I have not been directly involved (except for volunteering furnishing the units) with the Project but I know the amount of effort (blood, sweat and tears...) the direct participants have invested in this non-stop Herculean accomplishment. Well done NAC!

I think it would be a great idea for the homeless elderly and people with mental and physical disability , the people that are on drugs need to be in some kind of treatment facility work on the elderly and people with disability FIRST it’s so sad to see a 60, 70, and 80 year old in the streets suffering my prayers gone out to them

@@krisb6625 I agree w/ both. Each disability / circumstance needs to be handled differently. Those w/o substance abuse disorders get housing ASAP. Those who need physical dependence stability first go to (effective) rehabs & transitional housing (hopefully) afterward. These units looks fantastic BTW! Honestly they look cozy, secure & SAFE.

that's because private landlords will cut corners by nature of being private owners, never fully optimize for the tenants, and if optimizing at all, only due to regulation or to attract wealthier tenants.

Although this isn't a permanent solution, it's definitely a step in the right direction. So it makes me sad this sort of story always gets backlash from homelesness advocates who are letting the perfect be the enemy of the good.

I got an 3 room apartment in a city center right now but i would actually live in one of those. Gladly. I got way too much room right now. And most of it is useless space to fill with useless stuff i don't need. I'm single, my kid has moved out long time ago and i don't spend much time at home.

my first thought was wtf, people deserve better,, but then Juan put me straight: "we call them sleeping units". Better than a leaky tent, but let's hope they will never become more than just sleeping units (as a jumping board to a normal home).

It's not really a problem; you put two or more of these containers together, cut holes needed for the doors and bingo, you have more rooms.

There's some solutions to end homelessness if the government and communities across the country get involved and helped them find shelters. Homeless people across the country need to have more container houses like this video and not just tents! Compassion comes within!

nothing is impossible , to heat & to cool can be solved , was done in downtown Vancouver, BC, Canada .... in areas where temperatures could go below 10C , you might have problem insulating the outside pipes .

This is very cool... more of this! In Hamburg (Germany), we had an influx of 10's of thousands of Syrian refugees in mid to late 2015. These were rather rapidly housed in such units which appeared as "container villages" all around the city (and even on barges in the harbour). They were dispersed throughout the city and suburbs in order to prevent a "ghettoization effect". More than five years on they are still there and clean, respectable and functioning! I guess they were intended as a temporary solution, but many inhabitants seem unwilling or unable to give up the subsidized housing to join the rent-race or the impossible property ladder. I visited a few container villages while I was researching the refugee influx of 2015. The cost breakdown was interesting as it seemed the city bought the containers for as much a 3 to 5 thousand euro per unit, and then the fitting out (walling, flooring, plumbing, electric, windows, etc) cost upward of 30 thousand per unit. The villages were placed on publicly owned land (and in some parks, and most conveniently, on the water). Still, at a rough cost of under 50k per housing unit, this is acceptable and could be managed by any modest city budget... I have been advocating this solution for my native city of Dublin, which has a horrendous homeless crisis, but it seems the political will there is to leave the homeless to die as a warning to others not to fall out of the capitalist race... I have old friends in Dublin, with full-time jobs and "clean", and still driven to periodic homeless because of the insane rent costs and house prices. The container villages in Hamburg should stand as an example, but as always, there are exceptions. I have visited a couple of villages (at noisy intersections in the inner city) exclusively for single men and these were absolute rat traps and had the feeling of an open prison.

@@newtuber4freedom43 haha... i got offered a 450sqft quote unquote One Bedroom where the design was fucked by a wall to have the tiniest little weird bedroom ever. And it was old, smelly, had holes in walls with wires sticking out, and the ceiling was filthy and covered in dust buildup from the filthy vents. And the floor was damaged and filthy in one spot to boot. Welcome home... i wanted to kill myself thinking i would never ever escape my depression living there and never ended up moving in cause i didnt even have any help in fixing up the place and couldnt handle it with my severe depression.

Hopefully, Los Angeles will learn from “Community First Village” in Austin, Texas. They have figured out how to help the chronically homeless (those that have been homeless for 10+ years) go from surviving to actually thriving! And they have determined that the #1 REASON for homelessness in the United States is the CATASTROPHIC LOSS OF FAMILY!

Of all the homeless communities, Austin Texas, has certainly done the best job. I also like how they have gotten many in their city involved with the building of homes and growing gardens, etc. Really no one deserves less than the Community First Village. Kudos to the organizers and planners in Austin. So much care has gone into the community.

This is pretty awesome. Homeless people absolutely deserve dignity and a roof over their head. I don’t know much about shipping container homes however I’d love to see more of these statewide. It won’t happen overnight but at least there’s hope. 🙏🏽🥰

This seems like a great option for transitional housing. Also has potential as affordable housing. They're no smaller than apodments, which are becoming more popular in big cities.

Hello! Brilliant promising temporary housing solution. As someone who was homeless in the UK last year and fortunate to be accepted for the YMCA's supported accommodation, and now in University a year later thanks to awesome support from the YMCA, my previous college I was attending at the time and the staff at my current University, I can't stress enough how uplifting, insightful, informative and inspiring the videos on Invisible People are. They help me understand the challenges of other homeless people, and the amazing work going into trying to support them in moving off the street, healing and moving forward. What can reduce homelessness is to remove all the old school politicians and replace them with new younger politicians that care about people countrywide ! People are not animals and deserve to have the American dream ! Not put away in a small cage rooms.. But I do like this better then seeing them under a bridge etc !

I know the room I value most in my apartment is my Bathroom. Those sleeping rooms look comfy. I'd sleep in one.

Fantastic idea on a temporary basis, I can only imagine how nice it must feel to walk in there off the street knowing like you said you have a bathroom to yourself and safety and security. You always mention the healing process which is vital for all homeless people to adjust and have time to recover. Those statistics are staggering. God bless you for all the work you do and keeping the pressure on.

This shows how easily a city can put solutions together. We’ve been shouting it for years. Why no one with power has listened? I’m sending this to the head of these things in my city. Please do the same in your area AND ask for a response about this being done. Don’t let them off the hook.

I applaud them, for doing this for the homeless people. (CARE FIRST VILLAGE). This is the best solution i have seen. 👏🏻👏🏻👏🏻 What the other people in government, want to do, is to build tiny wooden boxes, with no bathroom, with nothing! . They want to go the cheapest route. If like the Care First Village, they put the money into this problem, its a one time investment! That will help build the CALIFORNIA ECONOMY!!! If you give the most, you will get back the most!!! This new container development should be done all over California!!! 👍👍👏🏻👏🏻👍 P.S. A big shout out to IKEA, for the furniture they donated for all the “Care First Village” units!!!! 👍👍

That little village is very nice for sure. But the thousands of homeless across the countries can't wait for years and years. They are suffering and dying. The tiny homes is quicker and something that more people might be willing and able to do. It is still far better than nothing and actually even better than many working poor have. They should make the tiny homes out of concrete. Make them nice with windows , vents, paint and a beds and dressers. Build them to last.

Thankyou Mark for being a voice for humanity especially for our most vulnerable people who are homeless. I bet when you were homeless I bet you never thought you'd be where you are. I mean it's pretty prestigious to go before a panel of architects. God surely smiles on you every day for your soft heart. We love you.

Running water!!! A private bathroom!!!! What a blessing! We (the homeless) were chased away from gas stations when we desperately needed to use them

a lot of things can reduce homelessness but people work under nimby. not in my back yard. remember when that guy made little shacks for people. and they were taken away.

Are there units for couples and families or just single individuals? It's great about the dog park, what about the homeless folks with cats? Love the innovation and progress!! How long are folks allowed to stay? Like a shelter are they then kicked out on an expiration date? Not all people heal at the same rate. Some may never heal. What about all those folks?

One problem i find with our approach to homelessness is that homelessness pathways focus on recovery, when people with some of the problems common among the homeless will always need long-term support. This sort of "transitional house" would work for those who can recover but won't help those who can't. I'm unsure what proportion of the homeless are in each of these catagories.

I'm talking to Mike about 2 years ago and I mentioned to him is a bicycle camper that a IV dealer was willing to work something out they would pay for half of this bicycle camper to be built and you know sponsors would pay for the other half Mark told me nope nope that is not a solution to the housing problem it is temporary we're not looking for temporary looking for permanent housing long-term indefinite is what he told me now look at this somebody with millions of dollars that's going to stroke max ego and then you know whatever it takes to fit in... The bicycle camper that I was referring to would have been a good solution for many many people

You are so right !!! So so right. I thought I was the only one that looked at the shacks and thought. No way will this be appealing to most homeless people They already have to share all their washrooms on the streets. So to share in “tiny homes” really shacks with a bed, does not feel like a home and then there are the older/ disabled people they need washrooms close by. Great job guys 💗💗🇨🇦

@@Ancel7 Could have said that 400 years ago too... Don't think the same argument has been used to maintain every atrocity that previously was part of the norm? Homelessness is not a product of human nature, it's about socio-economic structure and priority. If enough people protest the system, it changes.

@@toxendon If you present the idea of cooperation, to most people, they won't take it seriously. They might agree to it, but ultimately, they'll keep pursuing romantic love, status and / or marriage. That's all there is to most people. None of them are selfless. From my experience, on earth, I barely saw any human beings who care about others, and the country is irrelevant. Laws don't change human beings. It just instils the fear of punishment.

@@sarbantz The majority are very sheep-like, who are always looking for leaders to take control. Even if the leader, is a wolf, who doesn't wear sheep's clothing, the majority wouldn't care. That's why wolves took over government and business, easily. The most the sheep would do, is protest, which doesn't change a thing. Capitalism would've succeeded, if the majority wasn't lazy-minded, selfish or sheep-like.
