There should be a “Skip for now” option up near the top of the lil window

The same problem happens when trying to reset password of a local user and they is no option to skip Apple ID setup.

Hi @@bananio1920 , we tried to boot MacBook in recovery mode or something similar and we were able to run changepw command in terminal. Unfortunately it didn't help and it was still stucked. In the end we found out that the password was entered correctly, but a different keyboard layout was used at the time. So the problem was with Z/Y char in our case and we were able to pass login in the end.

haha after 1 year, the "set up later button" not even showing up. After clicking the "Back" button, the macos restart and back to account login page, not Apple ID login page. It keep circle the same step and issue with no end. 😭
