In the US we have freedom of speech, so slurs alone are not a crime. However slurs used in connection with a crime can get what’s called a “hate crime enhancer”. Some kids (not students) were yelling slurs last night I think and they got arrested for disorderly conduct with that enhancer. So to reiterate, you can say whatever slurs you want because it won't get you arrested... but if you say it in connection with the commission of a crime (such as a specific threat), it speaks to intent and malice and all sorts of stuff that will make your lawyer really unhappy.
