In any version of Minecraft pre 1.16 the portal would almost always spawn right next to the nether fortress due to the fact that in prior versions the nether wasn’t infinite despite the overworld having been for years, so if the nether fortress spawned like a normal structure within the limited nether there would be no guarantee you’d actually get a fortress thus meaning you wouldn’t be able to beat the game, so the work around was that the portal and fortress basically spawn together
