No, not really. The amplitude just needs to reach a certain minimum point which a lighter will reach at that distance. And flame does produce the correct frequency, assuming by frequency you mean the wavelength of light.

actually it's not that hard, but you have to be very consistent with the speed, and it's easier with two stripes of paper (one for the 40 kHz carrier-frequency, the other for the signal)

While choosing new phone the first feature I was looking for was IR blaster. Helped me alot in many situations. Instead of 10 remotes I have one simple application in my phone which works better than regular remotes.

Nope. They need to be large enough to have cutting error smaller than signal tolerance. By hand you can't reliably make them smaller than 3 or 5 mm. But there is only 14 to 32 bits per frame. That reasonably 7 to 48 cm if you send 3 frames ( signal needs to be repeated ). Can't see any reason to use more than 2 feet of paper. A simple A4 should do.
