The next time I was late, I'd stay and chat with my manager and clock in at 14:30 since I'm going to be docked 15 anyway ... just to piss him or her off.

Honestly with a policy like that you might as well just actually show up 15 minutes late instead of 1 or 2. Yes it might be "reasonable" legally but things like this just incentivize worse performance
