In Quebec, a reform by the provincial government has sparked anger from its two most prestigious Anglophone universities, McGill and Concordia. Undergraduate tuition fees will increase by more than 30 percent for Canadians from other provinces, while a new tax will be levied on these institutions for each international student. The measure is intended to better fund Francophone institutions but also aims for a "linguistic rebalancing," according to Quebec's government. McGill and Concordia universities, whose reputation attracts students from all over the world, are seeing a drop in enrolment applications from Canadian students outside Quebec, as well as from international students. Under a bilateral agreement, Belgian and French students are spared from the reform. Our correspondents report.

Because they want to pump them into Quebec lol University in France is free, so students that come in here don't pay the tuition from Quebec, but the one from France. That is if they are affiliated to a French university. If they come to Quebec and enroll ONLY in a Quebec university, then yes they have to pay the international rate.

There's no irony at all. There are reciprocity agreements between France and Quebec for decades. If Quebec residents want to study in France, they get the French rate. Similar to French students paying the Quebec rate here.

For Canadians: All you have to do is get a Quebec address, apply for a health card in Quebec and then you're a resident. No increased tuition! Takes like 3 months.

​@@adlerzweiplus all the above. We are just tired of paying higher taxes for the education of non residents Quebecois. When my dad was in the air force, l went to the university in Sudbury before moving to Paris. Education is very expensive outside Quebec. So, yes we are just increasing little bit, still studying in Concordia, McGill, or Bishop is way less expensive than ubc, Manitoba U, or university of Regina. It's a matter of fairness. @@milibibi2152I forgot about that actually. lol isn’t loans 50/50 anyway? I don’t see it as being any higher risk due to students covering tuition with a mix of fed prov grants and loans, and $. They should adapt the rules to make the system smoother. I see no problem with concentrating on French in QC.

(1:18) Why not instead turn the French test into an entrance exam? Take advantage of immersion schools we have in the rest of the country. If you pass you get the lower rate.

They did that for English and the Fake students from India are paying and cheating to make sure the test show pass. Plus they all enrol in some stupid college.(sometimes Fake)fabricated 12 months programs. Now local kids get refused from our Colleges to let the scammers in (they are bringing more money in tuitions). Conestoga college made 40 millions dollars in profits in the last 14 months and the graduation rate is %3.2, so all of these "international students" are in fact just getting in the country from the back door they are not coming here to study. So international students my a$$. Quebec does not want that to happened so they have raised the tuition fees and good for them

​@@alexandrav11 I'm from Quebec, I wasn't agreeing nor disagreeing with the requirements (although I am against the tuition hike) just explaining that an entrance exam wouldn't be a feasible solution because very few of these applicants already speak French.

I wish I knew French. I live in Louisiana. We let it fade from our culture. Some speak French in the south but most do not. It is a big part of our history we have lost. Do not lose your history Quebec. It is great to know English, but know French also. Don’t be like me 😂

@ScentlessSun. I stayed in Texas with a family who had ancestors there before the English speakers. I speak decent French for an English bloke, learning at school. I can understand some Spanish from it being in songs and US films, as it is similar to French in parts. The father of the family admitted he was a bit ashamed that an English visitor spoke more Spanish than his kids and determined he would insist they learned it.

This is why I hate living here a lot of times. Like I wish I could move out but moving out was never an option and I really struggled more then the average kid in learning French in Quebec and I still have that struggle and as an adult. And again I wish I could leave but I really can't I am stuck here :(

If you don't speak french and live in Quebec I suppose you are from the anglo part of Montreal. You want to learn french? Go any other city or town in the province that doesn't have a large anglo community and only speak in french no matter how basic it is. It's called inmersion and I'm sure the provincial goverment has a lot of programs you can apply to, or the french alianse

I am from the U.S. and I had no difficulty learning French in school. We started taking languages in 8th grade and I chose French because it seemed the most useful since I lived in Detroit, right across the river from Canada. I took French all the way through high school and even traveled to France with the French Club in my junior year. Been there multiple times since.

Those anglophone universities can afford to charge such small fees compared to the rest of Canada because the Québécois are heavily taxed to subsidize education. In the meantime, those schools don’t really benefit the province since most of their students end up working elsewhere and cannot even stay and work in Quebec since they don’t speak French. In that regard, the increase in fees and language requirements seem very reasonable to me.

Nobody moves out of province and country for substandard education. So you bleed the prestige of excellence from McGill! How typical, of Quebec nationalism. French high schools have the higher drops vs. English high school. It's not the language that is the problem.

​@@gachalife-gk4qzQuebequers are pretty much bilingual. Can't say the same for Ontarians. Lived in both provinces. Met many people in Montreal who worked there while they spoke only English. Never met a francophone who could find a job in Toronto without speaking any English.

Go to trade school. I learned the hvac trade back in 1999. I make $30 an hour. Never had any loans or tuition fees.

Quebec education is highly subsidized by Quebec workers' tax money. So why should out-of-province, and out-of-country students pay the same rates as those who are paying taxes (and a lot of them)? And what about learning the province's only official language, French?

International students pay more overall in all universities throughout Canada. Also there’s a shift in more people speaking English in Quebec, specifically Montreal. People decide policy, when officials don’t, there’s a backlash

So you don't seem to understand. Out of province individuals already pay higher prices, and this is something everyone has agreed to. No one has an issue with this. The problem is that English language universities are being targeted by arbitrary rule changes to penalize them for being English language universities that unfairly disadvantages them compared to their French language counterparts. This is an issue for several reasons. Firstly, many French Canadians wish to have their higher education in English because it gives them more opportunities, and their education is subsidized by out of province tuition. Secondly, English Quebecers have the right to pursue education in English, just as Francophones in the rest of the country have the right to education in French. Third, McGill is a world class university that attracts international talent, but will not do so if the institution is sabotaged. This policy change will only harm Quebec, and will not improve French language fluency among Anglophones. McGill is being targeted because it is a much hated symbol of the old anglophone elite among Quebec nationalists.

You don't seem to understand. This adds no incentive to learn French that wasn't already there, and will only hurt the province. This is a tool to destroy the Anglophone universities, nothing more. Out of province students already had to learn French if they wanted to work in Quebec, but most don't. This meant that they could subsidize the English universities for Quebec students and then leave, or they would learn enough French from living in Montreal and stay. Now what will happen is no out of province students will go to university at McGill because the tuition is too high, and the institution will die from lack of funding. This is the purpose of the law. The out of province Anglophones will be fine. They'll go to English universities in Ontario. Who this harms is Quebecers who wanted to have a university education in English, because their universities will no longer be subsidized by out of province tuition. They will either be forced to seek more expensive education out of province, or have to contend with lower quality education in Quebec.

Universities in Ontario have no more money and will reduce the number of students . Canada is reducing the number of international stidents accross CAnada and students have at least $20,000 in a bank account before applying for s stident visa.

Hey,I was hoping to apply in University of Montreal..It says 20k for international students which is very reasonable compared to it's counterparts of another provinces of Canada. I'd like to pursue economics however I don't have any French knowledge...Is there any way I can?

I see your ambition and it is good of you to pursue your goals, but keep in mind that language is important, and should be for a majority speaking province. Would you go to the University of Berlin without any knowledge of german ? You could possibly adapt yourself in Montreal by just speaking english, that is not the main issue. In the selection process, which is quite selective by the way, the chances of someone getting in without any knowledge of french is slim. Keep in mind, you will have classes in french for the duration of your program, and communication via emails, administration and such, will also be in french even though you can ask for a preferred language. You should probably contact an agent within UdeM, they could explain this better and tell you the chances. Edit : I don't want this to be a bummer, really you should ask someone there. Maybe they changed the selection process, or widened the enrollements. Try it out, never give up !

You can try Bishop's University in the Eastern Townships (near Sherbrooke). It's a very picturesque area, and it seems the hike in English universities is limited to Concordia and McGill. Many years ago, Bishop's had a good economics program (and might still). Keep in mind, my recommendation is based on when I lived in Montréal over 20 years ago. Good luck!

We have people from outside Quebec (Anglophones) that come to Quebec to benefit cheaper fees (Paid by Quebec Taxpayers) and then leave to live in another province. This is such a burden on Quebec economy. They should not have double the fees but triple them to make it fair. Still, great move CAQ.

I see no problem with increasing fees for out of province students, as you pointed out correctly, higher education is subsidized by Quebec taxpayers. it's the same for American out of state students. I think the issue is that the added fees are unilaterally applied against Anglo schools and not French schools. I don't think UQAM or Universite de Montreal are increasing fees to out of province students who want to study in French. Am I correct?

@@DonaldMains Its because 99.8% of out of province students attends English Universities since they come from English Speaking provinces. Theres is like 30,000 out of province students go English institution and 65 goes to French Institution. We want to attract people to come to Quebec learn French, settle here and integrate in society. Not just to enjoy a subsidies education and go away like 90% of English people do. Also, there is nothing wrong in promoting our national language as the ROC and USA have been doing for centuries. The ROC does discriminate against French Quebeckers since there are no French University with low fees for Quebeckers paid by ROC taxpayers. Why do we have offers this to you? Are we your slave? This is akin to the British in Ireland colonial period.

I doubt your stats on out of province students attending Franco universities are correct. My niece attended UQ a Trois Rivieres. It's very doubtful she was one of only 65 students. The USA definitely doesn't promote a national language, in fact the USA has no official national language. the ROC doesn't discriminate against French. , U of Ottawa, Laurentian U and Universite de Saint Boniface in Winnipeg are Franco and/or bilingual, universities. There must be some in New Brunswick too. The reason why there are so few is that apart from Eastern and Northern Ontario and NB nobody outside of Quebec speaks French. That's not discrimination, that;s just the law of supply and demand. @@savoirancien4093

Universities are subsidised by the government of Quebec, meaning Quebec taxpayers. Why should Quebec taxpayers pay for out-of-province students, and for English-speaking students?! Do French-speaking universities in other provinces receive the same subsidies from the Ontario, BC, Alberta, etc, governments? No they don't. You have it backwards. Quebec tax payers don't subsidize education for out of province students, out of province students subsidize education in Quebec. What this video doesn't explain is that out of province students already pay higher tuition, the Quebec government is just increasing it further to discourage out of province students from attending English universities in Quebec. The goal is not to have out of province students pay their fair share, the goal it to prevent them from going at all, with the ultimate purpose of shutting down the English language universities. The only people being hurt by this law are students in Quebec, because they will no longer have their education subsidized by out of province Anglophones.

The first girl has some balls to complain about the price in Quebec when she knows really well that university would cost even more in Toronto. If you can’t appply in Quebec because of the price, it means you can’t apply in your own province.

It varies widely between programs. Plus if she went to McGill, I doubt she will swap McGill to Brock university. If she goes to UofT in a bachelor of science or BBA , she will pay anywhere from $12k to $16k. She should ask mr "Buck-a-Beer" why he is not subsidizing universities for his own residents the same way Quebec does. @@wyoming9000

University in Quebec WAS cheaper. With the tuition increase it will be $9000 a year to attend McGill, for comparison out of province tuition at the University of Toronto will be $6500. It is not worth it to pay 50% more to study at McGill, so most students just won't go.

And you don't see anything wrong that foreigners come benefit from your system and don't give anything back afterward? If someone comes and gets cheap or free University but stays in the country afterward, I see no problem with this. However, those coming for some free/cheap stuff and then leaving are a problem And that's exactly the case in Québec. People from Ontario and BC come study in Québec because it's cheaper than staying at home, but then they don't stay here after their studies since they don't speak french. So the citizens of Québec end up wasting resources that could be spent elsewhere. I don't see how this would make Canada "more divided than the EU". There are a lot of tensions between members of the EU in tons of different sectors, way more than in Canada. And remember that Canada is more than twice larger than the entire EU. Canada might be one country, but each province has its own government and going to another province can be just like someone from Lisbon going to Moscow in terms of distances

If Sweden can benefit France, France will benefit Sweden. That's the basic principle of the EU. @unoki99 No. Higher education is tuition free or almost free regardless of your citizenship in Germany and actually most of EU countries. Some countries might charge a tuition if BSc or MSc is taught not in a local language (aka English), but it's peanuts in comparison to Canadian or especially US fees. Actually, I came to Montreal with a work permit after 5 years in Germany. The reason is simple. It's very hard to get German permanent residence and passport + professional discrimination of anyone who is not German by blood.

As a former American alumni of McGill (I was a graduate student there), I went to Québec in order to learn French, as did other Americans and some out of province Canadians (from Alberta mostly), so I think the French language requirement could also be a draw. Learning another language, especially a world language like French, is incredibly useful.

Real solution here is to just let Quebec become it's own country so we don't need to associate Canadians with Quebecians anymore but then the next issue is that we will be living next to French proxy state and we can see from current geopolitical tidings that it doesn't favor the west to have the French sitting close to us because it's quite murky whose side they're on.

Sounds more like these students and international students are putting 3 times as much tuition into these English speaking Universities and the Province wants to funnel that money to the French speaking Universities. lowering tuition at the French speaking Universities probably means less money to operate

Why think about it this way? why not try to make use of the tens of thousands of students who want to study in Quebec by incentivizing them to learn French and settle down? You could have reduced tuition for already bilingual students, require a certain percentage of courses be taken in French, require a basic understanding of French (a2?) for admission, etc. This seems more about the government finding ways to siphon money away from public institutions than it does protecting the French language.

Quebec tax payers don't subsidize out of province students, it's the other way around. Out of province students already pay higher tuition, the new increase is just to discourage them from going so they can eventually shut down the English language universities. It only harms Quebec students because they no longer have their tuition subsidized by out of province tuition.

I learned French in school in England to a decent level for an English speaker. In Vancouver I met a French speaking Canadian and thought I was getting on very well. I had been asked out by a girl from Clermont-Ferrand at university, so it seemed to me at first that I might have caught someone's eye again. After a while I realised, despite speaking French, the Irish looking lass was just being a friendly Canadian. She explained that many Catholic Irish had settled in Quebec, which shared their religious beliefs back in previous generations. It made me realise there were French speaking Canadians, who had moved west. My own relatives had moved to BC from Windsor after the work brought by being near Detroit dwindled. I just missed them as they moved up the coast whilst I was touring North America. I later spoke to my mother's cousin, who called after I got back to UK. This was my long winded way of saying that Quebec does not have all the French speaking Canadian people, so isolationist thinking seems a bit narrow minded. Note my current girlfriend is half Irish by ancestry and we have been together for years now, though she speaks no French.

And you may not know that so many Irish Catholic people whose parents perished on the crossing were adopted by French speaking Catholic families in Quebec. So, Francophone for many generations WITH Irish names and ancestry. There is even a Canadian Heritage Minute about it.

My friend and I were often mistaken for Irish by proud Irish-Americans, on our tour by Greyhound round US. We had to disappoint them by admitting we were English. We tried to stay friendly by pointing out he had the celtic forenames James Stewart. If you want a laugh at French with a Yorkshire accent, I recommend you see "Ripping Yarns" episode "Eric Olthwaite". The follow on story "Golden Gordon" is also very funny, though no French.

You have it backwards. Out of province English students are not being subsidized, they subsidize education in Quebec because they already pay higher tuition. The new increase is just to prevent them from coming to Quebec at all so the government can close the English universities. Out of province tuition for English universities is now 50% more than out or province tuition in Ontario.

Saint-Boniface in Winnipeg is French, the University of Moncton is French, Sainte-Anne University in Nova Scotia is French, York University's Glendon campus in Toronto is French, the University of Ottawa is bilingual, the University of Alberta Saint-Jean campus is French. Even Alberta has a French language school for god sake.

Does the equalization payments include the 14 billion for Volkwagen in Ontario, 80 billions for Irving shipyard in Halifax, taxes of federal public workers working in Ottawa. 20 billion in annual subsidy to the oil and gas industry. I would make a really good research before going there. Canada has a huge marketing strategy followed by a huge immigration industry that hires youtubers to speak wonders about the country. I advice you to research about work after graduating and see if its convenient or not. I was about to go there but did my honework and end up saving my self a huge dissapointment.

Coercion? Before this, it was cheaper for someone from Ontario to come study here than in Ontario, and most english speakers don't stay in Québec after their studies. As someone who went to Montreal for work, Quebec is nothing like the rest of Canada imo, it should just be called west France, New France, Franida, or no speak English here. So many people there spoke absolutely 0 English or extremely broken English with a heavy French accent. Compare this with Vancouver where EVERYONE speaks English and I heard 0 French. Idk about you but that's a pretty clear indication that the people are not integrated well and this video/news is further proof that it's intentional and by design. They have no wish to join rest of Canada and USA and reject any attempt to give up their French heritage and culture. Quebec isn't Canada, it's France.

That's not really accurate. Almost half of Quebecers are bilingual, and this is a huge increase from 50 years ago. If you believe Quebec is unassimilated now you should have seen it in the 1960s.

Omg it’s really harsh for non English native speakers as well as French native speakers though, like me a Chinese, Quebec isn’t my first place for studying in Canada for sure

Exactly..one Must learn french If he or she wants top leave or study in Quebec, nothing wrong in That...i have plan to Work in Germany als a doctor, And i start learning German 2 years ago...the Problem i See is english native speakers don't want or have Résistance to learn another language, and they expect Others to speak english everywhre

@@alibrain14 as Chinese who is software developer, I learned a few computer lang like Java Python C++, i found way more difficult to learn a human lang lol ,it takes at least 2 years depends on age, if someone getting older they need even more time

I hope applications were reduced by 20%. The goal should be 80%. Why do Quebeckers have to pay for the education of ALL Canadians and foreigners. NOBODY DOES THAT.

Not true. In many European countries foreigners can access higher education with no tuition fees, and in some cases these foreigners get paid to study on par with the locals. I am in this case referring to Denmark

@@Benjaminisfunny Not if your are from outside Europe. Other European states also offers free education to other EU Member. There is reciprocity. This is not the case in Canada or North America. Why do Quebeckers have to offer cheap fee to outsiders while outisder dont offers cheaps fees to Quebeckers? Question of fairness. Its time to end exploitation of Quebec people.

Don't you mean the rest of Canada is accessing the results of the transfer payments their province had to transfer to Quebec? Shad up. Quebec shouldn't charge Canadians period double what they charge the have provinces. Our tax payer money is what funds the universities not your taxes.

@@AlphineWolf The Equalization payments arguments is really getting old and is just untrue. Does the equalization payments include the 14 billion for Volkwagen in Ontario, 80 billions for Irving shipyard in Halifax, taxes of federal public workers working in Ottawa. 20 billion in annual subsidy to the oil and gas industry. Quebecers paid 20% of those bills. Is that taken into account in your Equalization Payments? Quebec is treated like colony by Canada akin to the British in Ireland.

Not true- the other provinces do not make too much of a distinction for students from other provinces. Ontario charges an extra $500. Alberta, BC and NS charge the same. I believe foreign students pay more than 100% of the cost of their education- if you have been following the news, you would know how profitable foreign students are

Seems like the Canadian government needs to get involved. The provincial government is in effect discriminating against English-speaking Canadian citizens. All to promote the speaking of Quebec French.

Why does French Quebecers have to pay for the education of English speakers from out of province. Where is the French University with cheap fees for French Quebecers in Ontario paid by Ontario Taxpayers. There is no reciprocity in English Canada. French speaking Quebercers dont have to pays for the education of English Canadians while English Canadians dont offer French speaking University to French Speaking Quebecers. Why is it even necessary for universities in Quebec to offer classes only in Canadian French? Quebec is not France, it's Canada. Why should anyone in Quebec not be able to speak and read the dominant language of their country, English? It seems like Quebec is still trying to secede from Canada.

Let’s put an end to it. You can keep the equalization payment, we will keep all the money we send to Ottawa, which is way more than the 13B equalization payment we receive back

Quebecers don't pay for out of province education, out of province students subsidize your education through higher tuition. No one is saying out of province students shouldn't pay more, this is standard. The issue is that the government of Quebec is increasing turion to such an extreme that no out of province students will come to subsidize education because it just isn't worth it. You are cutting off your nose to spite your face.
