I see it one of two ways - as steverempl8584 said, it would be province by province and Alberta would be the first to join the US as Alberta has what the US needs the most. Quebec would never join - they want to 'separate' and that's exactly what they would do. But I think the more realistic scenario would be we'd become a US territory, like Puerto Rico - and like Puerto Rico the US would not subsidize us BUT the they would take our resource and pay us NOTHING for them. We'd make the Puerto Ricans look rich within year. Trump doesn't want 'us', he doesn't want land, he wants resources, and that's all he wants.

"Canada" will never be able to join USA. Canada as a 51st state is ignorant, or a joke. The individual provinces of Canada however definitely could join the USA. This question needs to be answered on a Province by Province basis. So Canada is worth 10 states, not 1. Alberta would probably be the first Province to join USA, and Quebec the last.

@ I know this though, originally the government was funded through tariffs and sales tax with a higher tax on luxury items. That was until the federal reserve acting 1913 when the Federal Reserve came in and took over and started taxing everything. It privately owned.
