Canada's Minister of Employment, Workforce Development and Official Languages Randy Boissonnault is following through on the Liberal government's plan to reduce the number of temporary foreign workers in Canada. Just this morning, he has announced new restrictions on the Temporary Foreign Worker Program, significantly impacting foreign nationals hoping to use job offers to support their Permanent Residency applications. Starting September 26, 2024, the government will limit the hiring of foreign workers in low-wage roles in areas with high unemployment, reduce the allowable number of foreign workers to 10% of an employer's workforce, and shorten employment durations. About time. We visited Vancouver last year 2023 and Toronto this year 2024. We noticed there are a lot of Indian Nationals, working as TSA at the airport. We felt like we were in India not Canada👍

Bit those are who canada wants. Of you look at the countries the provinces target for immigration they are always Indian amd African. No Caribbean no black persons unless they are African.

I remember when we moved to Canada as permanent residents 23 years ago, I was so impressed with Tim Hortons that had older ladies behind the counter together with young people. I thought, wow, here is a company that allows for the retired people to suppliment their retirement funds. Same for Home Depot. The latter was full of retired guys and it was so nice because they have been around long enough to know what to suggest if one needed help to fix something. Nowadays, it's just East Indians everywhere. Before covid, the Tim Hortons close to me used to have an older lady, a guy in his 40's, teenagers, students : white, black, philipino's. So a wonderful mixture of young and old and in between from different races. Then it looked like there was an ownership change or something because during covid and afterwards within a year everybody was replaced with just East Indians. The other day for the first time in a very very long time I saw one white teenage girl behind the counter. It's unfortunate that most East Indians don't want to integrate, they rather push out all other races and take over. Lets hope we will get back the different ages and races with the cap on international students and TFW program.

Depends where you are in Canada and Ontario. The Indian (new Canadians) stick to the big cities because they can go to the temple, Indian food stores, EG. Bombay spices. There is even an Indian food truck by my house. Punjabi motors even. (used car lot) They don't move to some small rural farming town like Wingham, Ont. where I stopped at the Tim Hortons last Sunday. Everyone behind the counter was young and white (blond hair, blue eyes) reflecting the residents of the community. The change you mention is Indian ownership. They own Tim Hortons, Burger King, A&W, Petro Canadas (gas stations), hotels with the big American name on them like "Holiday Inn" these are the Hindus with a name like Patel. A lot of Patels are also medical doctors. Be safe and keep your stick on the ice,

@@user-zh7xk8fi9n but I agree with you, come places are like that. My bf works at PFK and they treat employees unfairly. An Indian guy is getting all the hours he wants while my bf gets barely, even if he's available. But it's the only place where I see this around where I live.

@@frankvanw1 I honestly don't mind as long as they treat everyone equally and they provide a good service. If they only hire other Indians and keep all to themselves, now that's a problem and it's racism. Anyways, maybe we don't have so many Indians here compared to where you live. I honestly love multicultural cities though and don't care if the population doesn't look like me. I embrace differences as long as everyone is treated equally and there's no racism.

Close the diploma mill schools. It is ridiculous that a foreign student can graduate from a 2 year diploma mill school and get PR or allow to work full time. I have actually hired a marketing student from a diploma mill school and they actually are too over confident and knows nothing.

@@johnjang6756 I think this is a big thing, it’s not only unethical but it also devalues our institutions globally. I’m not sure why Canada doesn’t roll out a system similar to the UK where degree giving powers can only be given by the crown or in this sense the federal government. There are no diploma mills in the UK, they might have less prestigious universities but they don’t have these strip mall fake colleges that are pure scams.

But honest cabadian forsnt want to work in glocery store.? Customer call centre? E.t.c? I dont think so every placess i mention above full of indian and philipinos you will never penetraite there if you do you will end up quiting the job you will be minority.they speak their own language you will fill not fit in misarable and stressed

If you are unable to pay Canadians enough to keep them happy and showing up for work, you don't have a viable business. Simple as that. Relying on an endless stream of people coming in from developing countries is not the solution.

Exactly. It’s a BS excuse that the kids don’t want to work or are unreliable. There’s thousands of great young kids just looking for an opportunity to help support their Canadian families like many of us did as 16, 17, 18, 19 year olds

The business is about providing services. The workers help to accomplish those goals, but the business purpose is not to provide jobs; it is to fill a need for a service or product in the market.

My feeling has always been that companies exploiting the temporary foreign worker program and breaking labour laws in the process of employing foreign workers obtain a competitive economic advantage for doing so. If I was the Minister, I would not only ban those companies from hiring foreign workers for life, but do everything I could to prosecute them criminally. Any PR owners would have their permanent resident stripped and removed from Canada. Any Canadian crooked employers would be thrown in jail.

The temporary foreign workers were meant to be temporary working jobs nobody wanted. Now, they are permanently working starter jobs that high-school students used to take. 2 of 3 of my teenage children couldn't find summer jobs because of these "temporary" foreign workers.

Clearly, a full-time adult employee, experienced in the industry will be more effective and more profitable for the owner than four casual Canadian kids starting their first jobs in the industry. It is a difficult balance to protect Canadian jobs while still meeting the needs of employers who genuinely cannot find staff to work when all of the kids go back to school. The issue is less about the foreign workers and how awesome they can be, and more about having a well thought out, well planned program, that properly vets LMIA applications to ensure there are no Canadians or permanent residence able to fill the positions.

It's about time something was done about this. It's not racist to understand that helping decent people to find a better life in Canada is not what the TFW program is about. The TFW program is there for one reason...to keep wages in Canada as low as possible, so that the owner class can keep more profit for themselves. this is modern day slavery

I’m not so sure about the modern day slavery comment, but I can’t disagree with the impact on wages and the employability of our young people. I have four young adult children in the most vulnerable cohort. There is no doubt that some kids are plain lazy, but right now because of the lack of work, my son has started a garbage can cleaning business in our town because that’s what he needs to do to get work. Sure, he could work for his dad, but what the heck is he going to learn from that. However, for most kids, food, service and retail are some of their first entries into the labour market. Those opportunities are definitely not as plentiful right now. But I will never blame the foreign workers, it’s the government who put measures in place to create this situation.

@@CanadianImmigrationInstitute in the winter of 2022, in Ottawa seeing this young woman walking in a snowstorm, and struggling a bit, looking miserable, we stopped and asked her if she wanted a drive, and she told us, she walks 30-40 mins to the Tims Hortons everyday, each way , she told us she was a TFW from the Philippines and this was her 1st winter in Canada, I was sickened.. she didn't even have gloves

I definitely agree that agriculture should be a primary focus for foreign workers. As a farm kid myself , few Canadians want to do those jobs. Who wants to work on a feedlot sloshing in the cow manure deeper than your gum boots. However, the program was designed to ensure no LMIA’s were approved unless Canadians and permanent residence are given the first chance at those jobs. If the program was properly administered, we would not be in the situation We are now.

@@CanadianImmigrationInstitute What if no one would do the work at $15/hr but you get Canadians applying at $18 or $20 an hour? This program currently has no answer for this. Supply and demand is the hallmark of our economic system, is it not? TFW program as it is right now contradicts the very nature of our economic system and suppresses Canadian wages! Why even bother having borders anymore... invite all international companies to compete directly with Canadian businesses then, see how much screaming there is then. There will not be a single Canadian company left!

PR never should have been an option for temporary workers or international students.Both are supposed to be for a short period of time and both programs should be shut down permanently.

You do realize that your government makes a lot of money from international students and these international students come there because of the benefit of potentially getting PR. If that option is taken away, what do you think would happen? It’s a chain effect that kinda affects you as well in terms of the benefits you get from the government….thanks to monies from international students . You see what’s happening in Uk now?

@@ghbraniacExactly , they would definitely not come to Canada again. International students pay so much more tuition than PR, or Citizens. I also wonder why Canada takes in so many asylum seekers, even when it’s clear that most of their reasons for taking asylum are not truthful. But yet these people are given work permits, housing e.t.c and yet international students are the problem.

I’d love to hear more about this. Maybe this could be a topic for another video. I have worked fairly extensively with the various rural communities around Alberta and providing advice and direction on setting up rural renewal stream programs. it angers me greatly to hear of corruption filtering down to even the rule communities. Was really surprised to see the minister mention that this was a potential problem. There has been a tremendous push to encourage people to leave the larger centres so that they can settle in rural communities. Definitely a topic for future video.

What does Trudeau do!?! He's allowed it to every fast food joint all across our nation in the millions ? They have taken over our nice resorts where my generation would travel to work on summer break (Jasper, Banff...etc). Out kids haven't had a chance since, at least, 2006 and again with the Liberals for 9 years. Why could my generation get summer accommodation to work in another province at a nice resort for summer break? Now these places are saying Canadians don't want to work there since Jason Kenney started subsidizing employers and Trudeau makes it 10 times worse. That is one of the main reasons why they are given student visas; they need to prove and convince IRCC that they will go home after their respective programs.

Talk about renting, they are renting houses and apts buildings, in one bedroom apt , ten people are living , sleeping on the floors, sleeping also in the kitchen. The lease in a diferent person names. The lease holder is making at lease a 1000.00 per month in profits. The building owner does not care because they are reviewing full rent first day of the month. FIRE department does not know how many people living in the building. Scarborough top the list. Many people living in the apts and houses, they are ILLEGALS. YOU SHOULD INFORM THE FIRE DEPARTMENTS. CHECK BUILDINGS FROM EGLINTON TO SHEPPARD ON MARKHAM RD, INCLUDING BUSINESSES THAT HAVE ILLEGAL LIVING IN THE BUSINESSES

The key will be to develop a balance that meets the needs of our economy in the areas of clear skill shortage. I’m also not in favour of a blanket amnesty. I do not blame the Foreign workers, nor the international students for seeking to come to Canada for a better life. However, I’m very disappointed with our government and the way in which they administered the program that led us to this point. It is not fair to the foreign workers and the international students, who were made promises by all of the intermediaries, including the government itself regarding the prospects of permanent residence in Canada. However, if there is no pathway to permanent residence, then going home needs to be on the table as a viable consideration.

It’s a brutal situation right now no doubt, as I indicated in earlier comments, I have four young adult children. One has graduated with her education degree and is looking for a teacher position in our city. my youngest daughter managed to get a lifeguarding position at a small town pool about 50 minute drive. We were pretty happy for her. But she worked her butt off while she was going to first year college to get her lifeguarding certification. The boys have not been as lucky. My oldest son has taken up cleaning garbage cans, which I think will turn into a pretty good business. And my other son continues to help me with some of my marketing efforts in the firm. However, many kids are definitely not as lucky. My heart goes out to them.

Change was absolutely needed. However, I personally do not feel the issue rest with closing off intake. If the program was administered properly, and proper vetting was done to ensure the genuineness of LMIA applications, we would not be in the situation. There are absolutely employers in certain industries that cannot find Canadians or permanent residence to do the job. The LMIA program is designed specifically for these companies. The problem rests with the shady actors that have exploited the system and lied and cheated their way to approval.

Don’t sweat it too much, this change won't really shake things up. Owners can still easily go for PR through the dual intent route. But yeah, low-skilled gigs (below TEER 3) might feel the heat

It always should have been Canadians and PRs first. That has always been the law. The failure has come in implementing the programs and the crooked actors scamming their way to approvals on their LMIAs.

As an ex-employee of Boston Pizza located in Alberta can tell you was one of the worst experiences ever especially since they know you are with your in-contract they know that you are willing to do whatever they are asking 100% and they will make your life miserable.

Voilà! It all starts with our schools. It’s becoming nearly impossible to find employees who meet even 65% of what's expected. And just to be clear, it’s not about foreign workers-they show up and work hard. The issue is they’re adapting to the local standard of minimal effort, also known as "quiet quitting." This really sucks. There’s definitely a culture of minimal effort developing in our country. I am super lucky to have phenomenal employees working in my business. However, it hasn’t been without its challenges and not everyone makes the cut who starts with the firm.

@@TriciaWilson I believe in fair treatment for both local and foreign workers. What I really miss is seeing people who take pride in their work, regardless of the job. To me, it’s not what you do that defines you, but how you do it. Nowadays, it feels like too many people are dissatisfied with their jobs, quick to criticize their bosses, and often just give the bare minimum. That loss of dedication and respect for the craft is something we need to turn around.

It appears that they are making an effort to create the impression that they are taking action, but they are only going for the easiest options. I think the main issue has been the unexpected large number of PGWP holders entering the job market, and the government didn't have any plans in place to manage this

The hard working low cost fast food jobs should be given to temporary foreign workers like you said. If the Canadian kids aren’t as reliable for those jobs and leave at the first opportunity to move up. Great hard working Canadian kids will quickly move up and leave fast foods for a great cushy high paying jobs. It’s a chore to retrain over and over so it’s more practical to hire foreign workers.

Mark, the government is responsible for training young Canadians, not the employers. Employers are businesses that provide services; they should not substitute the role of the parents, schools, and training programs from the government. In a country where young workers are declining along with the population, you will still need talents from abroad.

In fact, provincial and federal governments fund and regulate educational institutions to ensure that young Canadians receive the education and skills needed to enter the workforce and also they offer various programs to help young people gain the skills and experience needed for employment. For example, the Youth Employment and Skills Strategy (YESS). Whereas, employers are responsible for providing specific training related to the job, which may include technical skills, workplace safety, and company-specific processes. In addition, employers should participate in co-op programs or offer internships that allow young people to gain practical experience while still in school which we don't see nowadays because of PRACTICES where some employers in Canada engage in activities that exploit loopholes in the system to prioritize their financial gain at the expense of providing fair employment opportunities to Canadian citizens and permanent residents. It has been said over and over during Mark's talk. Don't turn a blind eye into this topic.

They both can be responsible for training workers, and Canada's problem is that companies are not willing to train their workers enough and its causing their workers to fall behind in comparison to their American counterparts. There's a complete and total lack of investment in the Canadian worker and a lot of that can be attributed to an over reliance on cheap labour. Look automation is literally around the corner in like maybe 5 years now. Machine learning completely changes the reality of our labour market, and if we oversaturate our labour market with low skilled workers, we're going to end up with millions of structurally unemployed permanent residents and Canada is gonna find itself with a massive welfare bill. We do not need so much talent from abroad, we need to be forward looking and plan for the future.

This is definitely the perception that is being given to Canadians. The liberal government needs to clean up this mess as soon as possible. The reality is not always the same as the perception people have. Clearly the numbers of international students and foreign workers are beyond where the government wants them. It is now up to them to sort this mess out.

@@TriciaWilson usually that’s not really a good sign. For a company to only have foreign workers, and I’d assume mostly Indians .. it can be a tell tale sign that they are indeed abusing the system. Utilizing these guys they don’t have to pay market wages and/or benefits . And having a constant stream of low wage foreign workers will suppress the wages for other people looking for jobs at the company or similar fields because these people are willing to work for the minimum and they accept whatever terrible work conditions the employer provides

Well that's not going well for me and i will be very well damned if they put complete restrictions on industry specific LMIA'S, as as I left my education in the middle as soon as i got out of high school I came to the kingdom of Saudi Arabia to gain some tracking experience. I think it’s going to be some time before we see a general draw. There are simply too many candidates in Canada to proceed with ROIs inclusive of candidates outside Canada. I don’t see things getting better anytime soon.

I’m not sure if they would cap this, but the next largest cohort if not larger are the postgrad work permits. The liberals have already been hinting at changes to these programs. We will have to see if they follow through.

Cheap labour is killing standards, over-time, part-time work. Not good for Canadians during these challenging times. TR to PR pathway was absolute mess and uncalled for. One pay cheque was enough to qualify for this program. That was just open doors to new comers. Since there is no cap on country of birth, at least there can be a cap on issuing PR. There won't be a diverse pool of immigrants choosing Canada because most of them qualify for USA. What option Canada is left with Indians and Chinese! Put a cap on immigrants with country of birth from these nations and see who comes to Canada. Rest all nationalities prefer USA and their processing period is less than a year. Nobody comes to Canada unless you call them on State Welfare through refugee or asylum routes.

I think you are referring to the Canada US Mexico agreement, which was formally called the North American Free Trade Agreement. at this stage, this announcement only impacts work permits under the temporary foreign worker program and not the international mobility program. But I’m sure the liberals have plans to make further changes. The election is looming.

Just like US made goods can not compete with Chinese goods, White and Black and ever other Canadians will not be able to compete with Indians. People coming are coming from dirt poor conditions and they are able to survive in crowded basements where they get 2 showers/week. These guys have a plan and they will accept anything for the bigger goal and when they get the PR they can share a place with their multigenerational family and pay each other until each of them own their property. This known as the Indian system (btw, I am not Indian).

Yes you can, for 1 week only then you need to follow the rule of 24hrs weekly job
