It will be hard, since your son is not a PR, but try to establish a travel history and then apply US visa to increase your chances for the Canadian visitor visa

if you parents do not have any travel history and you are not PR, chances are that their visitor visa will be rejected. You have to be PR for more stronger chances of getting visa for parents.

Can+ program started in 2014 worldwide by Canadian Government If you have valid US B1/B2 visa or any other category visa of the US or you have traveled to United states or Canada in the last 10 year then you have no need to submit their Financial documents like no need to submit Bank account statements, ITR Documents, pay slips, employment proof with visa application, Canada has access to verify your details in US database and DHS clearance report attached with US visa evidence you are not a threat to US as well as Canadian community and Canada will grant you visa within 7 days but now time has been extended up to 154 days for India.

So my tips for your husband to apply for VV, get a letter from his work stating he has approved vacation for 3 weeks and he is expected to join back on so and so date. Then along with application he has to show all his finances, and provide details that he is only visiting for 3 weeks to meet you. Chances are he will get the visa
