The game's files literally contain data of him having 1 HP, like all of his other stats.

On GENOCIDE, all boss characters have 1 hp in genocide, toriel, papyrus, NOT UNDYNE, muffet, and mettaton, toby made the hp of them like that for the 1 shot kill, so we have no rea idea what his hp is, but it's mostly over his max hp, as it said in undertale that sleeping can get you over your max hp, meaning sans could have 680 hp just like papyrus does.
