How can you count PO & SM into capacity planning?? Its only scrum team members--Dev + SIT.

Capacity planning we do deliver the work of the project. If scrum master also involved in development, review or testing activities in your project then plan capacity of them as well in the capacity planning sheet.

Can you explain utilization? How it is 95%?

Utilization means out of available hour how much work you want to plan with the people. over here 95% is just one sample number, you have to plan according to your own project. 80 to 85% is the good number usually.
