it's alpha 3 upper. for most of the other classic street fighters they released the 30th anniversary collection a couple of years ago that had all arcade versions of sf3 and pretty much all main arcade games from sf 1 thru the alpha series and the end with third strike.

At the very least, a 3rd collection could have Tech Romancer, the original Rival Schools and Street Fighter EX games. I'd say Jojo's and Tatsunoko but those two are probably stuck in licensing hell. I know Project Justice mostly just trumps any need for Rival Schools but it'd still be nice to have it all the same since it has a different story and music.
