I think rather than having an actual country like Japan be the opposing force to the US in this movie, it’d be much more appropriate for Madripoor to be the ones also after the Adamantium. Remember that Falcon and the Winter Soldier is the first and only screen appearance of Madripore, and we still have a loose end (Sharon Carter being the Power-Broker) tied to that location and those characters.

I don’t think Sam would ever take the super soldier serum-that would go against the whole point of The Falcon and The Winter Soldier. By taking it, he would lose what makes him unique; without the serum, he remains different from Steve Rogers. Choosing not to take it highlights his strength and shows that, even without powers, he is powerful in his own way. Sam's strength comes from his values, his empathy, and his resilience, not just his physical power.
